Following a prolonged delay, HEC has finally announced the Government-funded scholarship, in recent years, previously announced scholarships have predominantly been foreign-funded.
Faculty Development Program for Pakistani Universities (Batch-IV) by HEC Pakistan
Only For Faculty Members of Public Universities to do PhD in Pakistani Universities other than their own University
Applications are invited for the academic year 2024-25 from Pakistan/AJK faculty members of public sector universities under the Higher Education Commission’s project titled "Faculty Development Programme for Pakistani Universities." The scholarship programme provides an opportunity to faculty members of public sector universities/DAIs to pursue PhD degrees at HEC-recognised Pakistani Universities/DAIs. The scholars will be required to avail the scholarship for a maximum period of four (04) years, including 12 months research at a foreign university.
Eligibility Criteria
Applications are invited for the academic year 2024-25 from Pakistan/AJK faculty members of public sector universities under the Higher Education Commission’s project titled "Faculty Development Programme for Pakistani Universities." The scholarship programme provides an opportunity to faculty members of public sector universities/DAIs to pursue PhD degrees at HEC-recognised Pakistani Universities/DAIs. The scholars will be required to avail the scholarship for a maximum period of four (04) years, including 12 months research at a foreign university.
Eligibility Criteria
☑️ Must be a Pakistani/AJK national only.
☑️ Must have an MS/MPhil or qualification equivalent to 18 years of education.
☑️ Maximum age on the closing date of the application is 45 years.
☑️ Must hold a full-time regular university teaching post in a public sector university/DAI, which he/she will rejoin after completion of studies as per terms and conditions of the scholarship award.
☑️ Must have two years of consecutive teaching experience in the parent/serving university/DAI.
☑️ Must have 60% marks in the annual examination system or minimum 3.0 CGPA out of 4.0 in the semester system in the final degree, and no 3rd division/D grade in the entire academic career.
☑️ Applicants having HAT/GRE General Test result with at least 60% passing score, since May 2023 to May 2025, are eligible to apply for the scholarship.
☑️ Faculty members already enrolled in a PhD (before Spring 2024) or availing HEC/Government/University or any other scholarship are not eligible.
☑️ Visiting/adjunct faculty are not eligible.

Application Procedure
☑️ Applicants are required to submit an online application via the link: https://scholarship.hec.gov.pk. Hard copies of the application and any other documents are not required at this stage.
☑️ Application processing fee: Rs. 1,000/- to be deposited via 1Link 1Bill Invoice at participating banks/ATM/Internet banking/mobile banking.
To submit the fee, select 1Link 1Bill Invoice payment service. Open/sign in to your mobile app and click on the bill payment or payment services option. Enter the consumer number generated by the HEC portal. Once you see the details, pay the amount.
(The test fee is non-refundable/non-transferable).

☑️ After depositing the fee, click on "Verify Online Payment" on the application form.
☑️ The applicant MUST submit the online application after completing the application form. Saved and incomplete applications in any respect will not be considered.
☑️ The applicant should ensure that the application has been submitted by clicking on "Submit Application / Verify Payment" and receiving an acknowledgment.
Important Note
- Before submitting an online application, please read the FAQs on the HEC website: www.hec.gov.pk/site/fdp.
- Applications are considered on the following basis:
- Academic Merit (by Academic Evaluation Formula)
- HEC Aptitude Test
- Interview by Subject Experts
- NSMC’s decision will be final for the selection of the scholarship award.
- The awardee will have to secure a PhD admission in non-parent HEC-recognised universities/DAIs having collaboration/MoU with reputed universities abroad.
- Selection of the discipline will be based on the requirement of higher education institutions. However, an intra-disciplinary admission may only be awarded following the guidelines provided in clause 3.2 of the HEC’s Graduate Education Policy 2023.
- Before awarding admission to a PhD programme, the University/DAI has to comply with all other admission requirements as delineated in the GEP-2023, in addition to those mentioned in this advertisement.
- A merit list of scholarships will be prepared based on online information/data provided by the applicants and in case of any error/omission, the offer will stand cancelled.
- HEC reserves the right to select or reject applicant(s) on the basis of selection criteria approved by NSMC.
