The Romanian Agency for Investment and Foreign Trade (ARICE), in partnership with the Ministry of Education and Research (MEC), is offering 40 scholarships to foreign citizens for the academic year 2025–2026.
Who Can Apply
Eligible Applicants:
- Foreign Citizens: Open to applicants from all countries except EU and EFTA member states. Priority is given to those from non-EU/EFTA countries that do not have finalized cultural or educational cooperation agreements with Romania
Levels of Study and Priorities
Scholarships are awarded for the following academic levels:
- Bachelor’s Degree:
For graduates of high school (or equivalent) or candidates in the foreign currency tuition system. Programs range from 3 to 6 years, ending with a bachelor’s exam - Master’s Degree:
Designed for bachelor’s graduates, lasting 1.5 to 2 years and concluding with a dissertation exam - Postgraduate/Residency Studies:
Targeting licensed general medicine graduates for specialties (e.g., emergency medicine or cardiology). Duration ranges from 3 to 6 years - Doctoral Degree:
For graduates of university or master’s programs. These studies last 3 to 5 years and require the preliminary agreement of a scientific coordinator. Admission is conditional upon passing an entrance exam Note: Scholarships are not awarded for dental medicine, stomatology, or pharmacy.
Priority Fields:
Applications in economics, business administration, agricultural sciences, technical studies, and oil & gas are given priority. Other fields will be considered depending on the number of available places
Language of Instruction
- Study Language: All courses under the scholarship are taught in Romanian to promote the language and culture.
- Preparatory Year: Candidates who do not know Romanian will be offered an additional preparatory year.
- Proof of Proficiency: Applicants who claim knowledge of Romanian must either pass a language test or provide:
- Evidence of at least four consecutive years of study in Romanian (diplomas, certificates, or school records), or
- A Romanian language certificate at a minimum B1 level
Scholarship Benefits
Scholarship holders benefit from a comprehensive support package that includes:
- Fee Exemptions:
Waiver of registration fees, file processing fees, fees for Romanian language tests, and entrance examinations for doctoral studies. - Financial Support:
- Preparatory Year: Tuition for the Romanian language preparatory year.
- Actual Studies: Tuition financing for the duration of a university cycle.
- Monthly Stipend: Provided for both preparatory and regular studies, with the duration corresponding to the study cycle.
- Accommodation:
Funding for accommodation expenses in student dormitories, subject to an allocated subsidy. - Medical Assistance:
Coverage in cases of medical-surgical emergencies and certain endemic-epidemic diseases. - Transport Support:
Local public transport (surface, water, subway) and domestic travel (road, rail, water) on the same conditions as Romanian students.
These supports are granted throughout the relevant study period, with specific conditions based on the type of study (academic year, calendar year, or additional 30 days post-study for courses lasting at least one year)
Important: The international travel expenses and the domestic travel expenses from the point of arrival in Romania to the university’s location are not covered by this scholarship. All accepted students must be prepared to financially sustain the expenses not covered by the scholarship.

Files must be received between April 1 and May 15, 2025, 23:59 (Romanian time). Incomplete files or those submitted after the deadline will be disqualified [original description; see also procedure details
Application Dossier Must Include:
- Letter of Recommendation:
Issued by:- ARICE’s economic representative or the head of the Romanian mission in the candidate’s country, or
- The embassy/consulates or commercial, cultural, and honorary consulates of the candidate’s country in Romania, or
- Recognized economic entities (supported by ARICE representatives), or
- Organizations that promote bilateral economic relations.
Note: Letters from academic institutions are not accepted.

The accuracy of these forms is mandatory. A complete list of accredited state higher education institutions in Romania is available at https://www.edu.ro/institutii-invatamant-superior.
- Academic Documents:
- Copies of diplomas (high school, bachelor’s, master’s, doctoral) along with legalized translations into Romanian, English, or French.
- Copies of academic transcripts or diploma supplements, with legalized translations.
- For pre-university candidates, a certificate confirming the current study status and expected graduation date.
- Declaration of Non-benefit:
A signed declaration (Annex 3) confirming the applicant has not previously received a scholarship from the Romanian state for the same study level. - Identity Documents:
- A photocopy of the first two pages of the passport (valid for at least 6 months after the start of studies).
- A copy of the identity card (with legalized translation, if applicable).
- A copy of the birth certificate (with legalized translation).
- Medical Certificate:
Issued within 90 days prior to application, confirming the candidate does not have contagious diseases or conditions incompatible with studies, with a legalized translation if necessary. - Curriculum Vitae:
Prepared in Romanian, English, or French. - Photographs:
Two recent passport-type photographs.
Additional Notes:
- All translations (unless documents are originally issued in Romanian, English, or French) must be provided in one of these three languages.
- Original documents will be required at enrollment along with the Letter of Acceptance/Enrollment Order.
Selection and Registration Process
1. Initial File Reception and Verification:
- Submission:
Entities (including foreign diplomatic missions) receive applications starting April 1, 2025. These entities must verify that the files meet all requirements before electronically transmitting them to ARICE’s Strategy Department (DS) by May 15, 2025. - Verification:
ARICE through DS and its designated secretariat verify that the files are complete according to the application dossier checklist
2. Evaluation by ARICE and MEC:
- ARICE Selection Committee:
Reviews and approves a basic list of 40 and a reserve list of 20 complete files. The basic list is forwarded to MEC/DGRIAE by July 31, 2025. - MEC’s Role:
The Ministry of Education and Research finalizes the selection based on its own criteria. During this stage, candidates may be asked to provide clarifications or additional documents
3. Announcement of Results:
- Publication:
Both intermediate (ARICE) and final (MEC) results are published on the ARICE website (https://arice.gov.ro/1/burse/) and communicated by email. - Letter of Acceptance/Enrollment Order:
MEC issues these documents, which are necessary for obtaining a long-stay visa and enrolling at a higher education institution. If the chosen institution is not available, MEC reserves the right to propose an alternative allocation
Rights and Obligations of Scholarship Holders
Scholarship beneficiaries are entitled to a range of facilities throughout their studies:
- Exemptions from Fees: Registration, file processing, language testing, entrance exams for doctoral studies, and other specific tests are waived.
- Financial Support:
Covers tuition for both the preparatory year and the actual studies (up to the duration of one university cycle) along with a monthly scholarship. - Accommodation:
Funding for dormitory expenses is provided through MEC’s budget. - Medical Assistance & Transport:
Assistance in emergencies and access to local public and domestic transport, under the same conditions as Romanian students. - Duration:
These benefits apply during the academic or calendar year as relevant, with some supports extended an additional 30 days post-study for courses of at least one year

- Timely and Complete Submission:
Only complete files submitted in PDF format before the deadline (May 15, 2025, 23:59 Romanian time) will be considered. - Verification at Enrollment:
Original documents, as well as the Letter of Acceptance/Enrollment Order, must be presented upon enrollment. - Communication:
